Verification beyond appearance
An authentic-looking document may still be inaccurately translated, procedurally irregular, or incapable of carrying the meaning claimed for it. Reviews consider format, issuing authority, reference systems, seals, language, procedural context, and available verification channels.
FIRs, arrest warrants and legal records
Instructions can concern First Information Reports, police complaints, charge sheets, arrest warrants, summonses, court orders, and detention records. The report distinguishes what can be verified from what remains uncertain, and explains the significance of a record within the foreign legal system.
Proportionate, independent conclusions
Conclusions do not purport to decide credibility or usurp the Tribunal's fact-finding role. Instead, they provide a transparent opinion on provenance and context for cases such as AA (Pakistan), with sources, limitations, and reasoning disclosed in accordance with CPR 35 and PD 35.
