Local practice over national averages
Risk varies by region, community, and time. We contrast primary reporting with Home Office CPIN narratives and state what can — and cannot — be established for the tribunal.
Internal relocation to the capital is generally feasible for persons without a high-profile political profile, with adequate state protection available through local police structures.
Field-sourced reporting indicates that localised police structures do not provide effective protection for the claimed risk profile; internal relocation is not reasonably available without undue hardship.
